An analysis of administrative complaints

This article documents evidence of recent discrimination against LGBT public sector workers by analyzing employment discrimination complaints filed with state and local administrative agencies. It was published in the Harvard-Kennedy LGBTQ Policy Journal in 2014.

Discrimination against LGB people in the public sector is pervasive and occurs nearly as frequently as discrimination in the private sector.
Filing rates of sexual orientation discrimination complaints are similar to rates of complaints based on race and sex discrimination.
Data on discrimination complaints were collected from 123 states and localities that prohibit discrimination against LGBT workers.
