Victor Madrigal-Borloz is a Distinguished Visiting Scholar at the Williams Institute and Senior Visiting Researcher at Harvard Law School. He served as the UN Independent Expert on sexual orientation and gender identity (2018-2023) and was a member of the UN Subcommittee for the Prevention of Torture (2012-2016). From 2013 to 2019, he was Secretary-General of the International Rehabilitation Council for Torture Victims. He has held positions as Legal Director of the Inter-American Court of Human Rights, Head of Litigation and Registry Sections at the Inter-American Commission on Human Rights, and Team Leader for State and Law Reform at the Danish Institute for Human Rights. As Independent Expert, he authored 12 thematic reports for the UN General Assembly and Human Rights Council, and his scholarship has been featured in various international journals. He holds a Juris Doctor from the University of Costa Rica.
