At the Williams Institute, Bianca is leading a 5-year research project on LGBTQ foster children and youth in Los Angeles. Initiated by the L.A. Gay & Lesbian Center, the project will assess available services, study the demographics of LGBT children and youth in foster care, and help develop best practices for serving these young people.  The project is funded through the U.S. Department of Health and Human Services as part of the Children Bureau’s Permanency Innovations Initiative to increase permanency for LGBTQ children and youth at risk of long-term placement in foster care.

Bianca earned a Ph.D. in Psychology from the Community and Prevention Research program at the University of Illinois at Chicago with a minor in Statistics, Methods, and Measurement. Prior to the Williams Institute, Bianca was an Assistant Professor in the Department of Psychology at California State University, Long Beach.
